Quick Clarification: "Replicate" node

Hi folks, the language barrier is tricking me here. What does exactly happens in this node?

It reads like this: "Special attacks have a 90% chance to copy up to 2 effect(s)"

I just did the first Ultron fight in EQ and didn't notice anything in particular.

His specials copy 2 buffs which you currently have active. Not sure if the special has to hit you for that to happen though
