AQ Map 3 Locking Champs Again???

A friend who is new to MCOC & runs AQ Map 3 said his champions are being locked, preventing him from playing harder content (relative) to progress sooner. Think this was changed to unlock champs in M1-3 awhile back. Has it been reverted back or is this a “bug/oversight” that just hasn’t been “fixed/noticed” yet? (I couldn’t find a recent thread about this by “searching”) Thanks for confirmation so i can pass on the info to him.
