Human Torch Incinerate not working?

Just doing Event Quest Master Mode with Human Torch and I've noticed recently that his Incinerates at the start of the fight are not working. Anyone else? The word incinerate pops up on the right behind the opponent but no debuff for it nor damage over time is happening. What's weirder is I'm noticing once the opponent throws a special and I go back in, now the incinerate buffs and damage over time starts to work. Very odd. Just thought I'd let you know.

    Do you have a bleed on you?
    Most likely whats happening, is that due to the bleed and low temperature, your incineration doesnt last long enough
