When will bases for alliances come out?

Hello!
I've been wondering about when the bases for the alliances will be released, considering it's been saying "coming soon" for a year and a half. What with six stars and a ton of grandmaster changes, why hasn't this been done? I mean, if kabam is going to add six stars in a year, and the grandmaster is making changes, why not have this be one of his adjustments?
