Debilitate working as advertised

So I have an XR, latest everything, and I was fighting in the daily quest in master. I was using X-23 against the debilitate lane. I noticed that her regen was almost nonexistent. Similar to Blade brushing off a debuff. Debilitate is to place debuffs linger on you but are they supposed to reduce your abilities and buffs as well.
