Havok's and cyclop's special attacks not damaging each other

I've seen this happen multiple times. Now I was using havok and all the energy components of the special attaks didnt deal damage so I decided to eat his special 1 and it didnt do any damage

Is this a bug or a feature because they are bothers

    It has always been that way. It's a little detail Kabam included unsaid, like Daredevil not being affected by invisibility.

    Unspoken/unwritten ability, like how Archangel is immune to concussions.

    That’s written, he’s immune to ability accuracy reduction, concussion is exactly that
