Upgrade low levels higher

I really like this game but I'm so tired of not getting the characters I want!! I have lots of 2 stars as well as 3,4,&5 star characters but you can only upgrade to there max. You can't upgrade then to the next level. If that can't change then we should be able to choose what character we want for our team!! Also it would be nice to be able to buy characters.
