If dexterity is off can we bypass the buffet node.. and evade attacks at the same time also?

The only evading you'd be able to do is shallow evading, where you evade earlier than the dexterity timing, but it's IMO harder to pull off plus you'll be unable to evade certain specials without dexterity.
