Does True Strike counter Crit resistance?

From how I read Killmonger’s abilities, his true strike passive should bypass resistances.
From my experience against crit resistance nodes this doesn’t work.
Is this a bug or intended?

    True strike versus glancing versus crit resistance versus guaranteed crits! The eternal battle of everyone hitting everyone and no one doing more than 12 points of damage. Riveting!
