Claire Voyant Special 2 Hellfire Burst Damage Does Not Scale With Boosted Attack, Intended?

Claire Voyant’s special 2 burst damage with Curse of Hellfire active does not scale with boosted attack but is tied to base attack absent a description of this.

I didn’t do an exhaustive search but did read through her spotlight post looking for clarification on this but did not find it mentioned. So I’m asking if this is intended but omitted from her description; unlike OR’s spore and Domino’s Critical Failure damage which are stated to only scale with base attack?

Adding that suicides don't affect the effects of the curses at all either.

Maybe I’m thinking of this wrong but there seems to be a rule where damage from abilities like this by default scale with attack and this is why when something does not scale with attack it is specifically noted.
