Why do some people now have a locked cage over their Avatar in the forums?

Serious question, I just started noticing this recently. Does this mean their Forum account is banned or is this something else. Apologies if this has already been explained in another post that I missed also.

    The little cages over your profile pic you're in it deep with the mods and more restricted in what you can do, restricted only to commenting on existing posts, if I'm not mistaken.

    On a side note, glad I chose NightCrawler for my avatar so he can teleport out of that cage if it ever happens to me.
