champ changes between difficulties?

How long have the AI placed changed between difficulties in EQ?

I normally run through heroic to get a look at the paths then decide on master/UC teams but master was different to heroic. Is this usual or a new thing?

That's new. I'll see when I start on Masters. Done heroic already.

I noticed this in last month's EQ. A few champs had changed. I particularily remember there was a Mordo in the Red Skull chapter, which was there only on UC.
Didn't pay attention to others as I didn't really care
