Phoenix unable to chain special attack after 5 hit combo

Phoenix is unable to hit with a special attack immediately after a 5 hit combo. It frequently gets blocked by the opponent. I’ve noticed this in dungeons and arena. I don’t actually quest with her, but I imagine the issue is there as well.
Yeah, I know nobody cares much about Phoenix, but, sadly, I have a 5* and 6*, so I try to use her.
