Request for clarification of Fundamentals node

It says -100% chance to use a special. I’m curious if this is supposed to mean that they actually have a true -100% chance to use a special or if it is supposed to mean -100% of the existing chance to use a special, dropping it to 0%. I’ve seen people have the V4 DPX boss use a special when taunted, so it seems that it’s working as the latter, but I’d just like to hear word on whether or not that’s how it was meant to work or if it’s supposed to be the first way.
