Do you think Captain America (Comic book beast) is seriously weak in MCOC?

I'm not complaining, but it has come to my attention after a 6 star cap ww2 opening. I know there are plenty of options on the list that are probably more deserving, but I think 158/258 non crit basic and mediums is strife for the character as a 6 star. I only preach because he was an Infinity War / Avenger Leader, rivaling strengths in the comic as strong as they get, yet in game my impression is a punching bag. What a free your thoughts?
