Venom Bug?

I don't remember of this was always here but here I go. So in Venoms description it says when they are under 18% all specials are unblockable but here is the thing, I was just playing with him and the opponent was at 21% health and I hit him with the special one while he was blocking and the first hit knocked him under 18% but for some reason the second hit of the sp1 was still being blocked when it is supposed to be unblockable so I was wondering am I missing something

    They need to be below 18% before you launch the special
