Can someone explain to me what the 12.5% AQ cost discount means

The 12.5% represents the overage you pay due to people not accounting for the 8 day AQ cycle and the 7 day donation cycle. People typically take the 8 day cycle and divide by 7 and list that as donations to fit with the donations cycle.
