Silent nerf, or actual Medusa bug?

When playing the epic eq, applying armor breaks and firing iff an sp1 to place a shatter works fine(initially). Then once the shatter expires, medusa can no longer place armor breaks or shatters via mediums/sp1... only sp3... anyone else having this problem? It’s kind of annoying when trying to do epic exploration...
