Does Doctor Octopus need to be awakened in order to be effective?

I have him at 4/55 duped and while it definitely helps he doesn't need it to still be effective

I've got him in 2,3,4, and 5*. I thought my 5* was great unawakened. He can be a beast at times. I recently woke him up and like him better. Still, he's great unawakened IMO.
