Then they could split it into brackets. Each 10% of players is in their own bracket, totalling to 10 brackets. Then they could change the numbers as necessary.

Then they could change the numbers as necessary. we're talking about a company that is pushing out new content without working as hard on the issues that exist on current content. that's alot of new content, that is sure to be flawed with issues.
