What are non-damage debuffs?

Champions like Karnak, Elsa Bloodstone or nowadays Longshot interact/shrug off non-damage debuffs I would like to understand which debuffs are handled as non-damage debuffs? I would assume that these are debuffs like desorientation from NF or NT, Fatigue from Classic Cap America/Antman and maybe Exhausion from Luke Cage. But maybe some of them are passive effects so I am not shure that the count as debuffs. Do you maybe know more non-damage debuffs? Has somebody an overview about non-damage debuffs?

    Not damaging debuffs = Debuffs that do not deal damage over time like Bleed, Poison, Shock...

    Debuffs have a border while passive effects do not. Also, dot debuffs are like bleed, poison, shock, degeneration.

    I'll list some from the top of my head. Armor Break, Armor Shatter, Stun, Power Lock, Weakness, Petrify, Vulnerability, Slow, Enervate, Paralyze, Taunt, Heal Block.
