Domino is still considered a solid defender - whether a 4-star is viable depends on what level you're playing at.

Ideally she needs to be awakened so that attackers suffer from the Crit Failure degen but even without it she still has some features to make her a tricky defender - not easily parried, evasion while Lucky, and generally high damage so if you slip up then you dead.
