Medusa Armour shatter not working against EQ Ultron

Donno if this is the case for all robots but it certainly doesnt work on uncollected and master mode ultron bosses , monthly quest. Even armour shattered they are gaining power. I dont see any special node and medusa issue was reported months back. So what is happening?

    Medusa can shut down nodes as well

    No, let me explain. Normally champs have 100% power gain rate. The power focus node gives ultron +60% power gain rate while under 1 bar of power. So, ultron has 160% power gain rate under 1 bar. Medusa armor shatter gives him -100% power gain rate, so he still has 60%(160%-100%=60%) power gain rate under 1 bar.
