    I would say namor just because his long term potential is more than havoks in my opinion on offense.

    Both are similar in they require time to deliver there damage in a fight. But namors sig delivers more utility and his upper limit on damage is higher.

    Both are great options though so go with who you like the most.

    By the time you get Namor to Sig 200 you'd have gotten more rank up materials
