Masteries overhaul and core rankdowns urgently needed

With the detection masteries being made pointless and with the scaleback of block penetration,etc... making pure skill pointless, and with unfazed being totally broken unless you max it out there needs to be a chance to get class, stoney, and carbon cores back.
Since there are so many broken and pointless masteries that have not been fixed in the many months since 12.0 came out and there doesnt seem to be any effort to fix this , a buyback or rankdown of cores is needed now.
