Emma Sp1 bypassing Ghost's Phase

So I've known about this interaction for a while and have always played to counter it. However, after reading Emma's abilities, I can't find any reason that she should be hitting me during her phase. She deals true damage (which I'm assuming is the equivalent of true strike) and bypasses evade. Ghost's phase makes attacks miss vs evading them so she shouldn't be effected by this. Anyone have any ideas on why Emma can bypass Ghost's phase?

    Kabam does a great job at making sure all information is known lol
