It shows champs can be ranked but they can't

Couldn't find this mentioned anywhere else - the highlighted blue arrow is showing for my Skill champs but I don't have any Skill T3s.

I also saw another post where one guy was using a 4* 3 to 4 gem on a 5* rank 3 thing that made laugh so hard ( not making fun of that summoner)
