Does AW offseason matter?

I’m curious to know if the AW offseason matters in the game and if winning or losing effects us. I’ve been playing for about a year and a half, this last season is the first time i have participated in taking war serious. But now it’s offseason, we’re still going about things as normal, just trying to iron out some bumps. But I just noticed the other team that we’re fighting, we’re evenly matched, but their war rating is almost 200 points higher than ours, and it seems to me that they’re kinda halfassing it.
