We will also be taking action on those who are using 3rd Party Sellers, Bots and other farms to gift themselves mass amounts of Enlistment Crystals. Do you think Vulture will get a buff? I just got 6 star Vulture as my very first 6 star. Also, I bought the Collector's Daily Card but it did not give me anything at all, but it gave me a receipt, but no units at all.

Vulture is much less useful Unawakened I'm afraid. Basically a useful Havok counter, and not a lot else. If he were to become Awakened (which isn't likely), then he gets a lot more useable.
For now, try to put him on a team giving him a critical rate boost! Alternately, he has a few unique synergies that can help him out a bit - the Venom synergy is great for both of them:
