Let's write here some complete suggestions.

My suggestion:

Anyone can play with anyone at the same Tier. It is fair because all these teams fights for the same rewards.

If one tier has odd number of teams then the team at the last place fight with the first team of the next tier. With the hardest map and higher multiplier.

One more detail. Every time one team not participate to season war get war rating penalty. This is important to prevent attempts of manipulation.
