This spurred me to look into and test Diablo. I could be missing something, but it looks to me like his S3 is entirely broken. He doesn't stack anything permanently as stated, and his attack rating for it doesn't change based on what cycle he's in.

If he could stack 4 permanent concoctions as it makes it seem like he's supposed to do, he might not be a terrible champ. It would take some ramp up, but it looks to me like that's how he's supposed to be played. It just doesn't work.

If they just gave him unlimited potions (and maybe a good synergy), then he would would be a decent champ, maybe even high demigod

Thing is fights with him aren’t long
When he has potions he’s actually hits like a truck unfortunately though potion count Is what holds him back
If you run him with mephisto and sym supreme you get a nice enough synergy team though

You can tell who doesn't use him in Arena in this thread. Diablo ends fights pretty quickly when properly used.
