Mastery points after level 60..

in Strategy and Tips
I have unlocked Despair, Unfazed, Deep Wounds and Assasins in Defence mastery and increased one level in each respectively. For level 2, it's asking me to unlock these again with mastery codes..is this normal...like do we have to unlock each time if want to increase one level?
