Black Bolt Buff Cap

Is it intended for Black Bolt's fury buffs and cruelty buffs to cap at 15 each? It doesn't make sense to me because we have champion liks Hela, Gamora, and She Hulk who can infinitely ramp their damage but Black Bolt cannot. Even with his new synergy... diminishing returns will effect his crit rating just like Aegon and Rocket Raccoon. Could the Kabam team possibly look into this?
