    Specifically says in his abilities "Neurotoxins are a passive effect, and therefore do not count as either a Debuff, or a Poison".

    For acid wash, you need either a poison debuff or a passive poison.

    Neurotoxin itself is neither of them. Is just a passive effect that deals damage over time.

    I think it means passive poisons. Aa's neurotoxin is passive, but it's not a poison

    ^^^ Exactly this. Neurotoxin is passive but not a poison, just like Human Torch's Nova Flame is passive but not an incinerate. They are related to their more common effects (Neurotoxin to poison, Nova Flame to incinerate), but are uniquely their own effects.
