It might be a good idea if there was a limit on how much each member could send.

For example let's say each member in the alliance could only send 10 pieces of iso every week. This prevents throwaway accounts from sending all their resources away while also allowing the receiver to receive a good chunk of resources if all/most of the other alliance members decide to donate.

Another idea would be to make the resources you can send Progression based.
So maybe Cavalier's can send tier 5 and below iso, Uncollected can send Tier 4 and below iso and so on. Again this further prevents throwaway accounts from sending large chunks of resources to a main account.
