Does glancing prevent abilities that don't require contact to trigger?

Simplified - I tried fighting Ant-man in 5.4.4 modok quest on the masochism part (believe he had masochism and adaptive) and I noticed that NF wouldn't gain Tactical charges on launching sp1 (regardless of hit being glanced or not - also I believe it doesn't need to make direct contact for Nick to gain those charges)

Is this normal? No speculations of bugs etc just curious.

    Edit nm you're saying even without glancing he wasnt getting charges?

    I'm almost certain about it. I couldn't get that on video though, and I could just have missed it. But after a point I just wasn't getting any tactical charges

    But interesting to know glancing can be that annoying
