king groot has the highest damage output in the game, followed by joe fixit

There are too many champs to pick one best. It would really be better if you told us your options.

Generally, in terms of dmg there are ramp up champs (who need some time to get to their full power, auch as Corvus, Namor, Mysterio, Sentinel etc.) and champs with above average dmg output from the beginning (Nick Fury, Domino). All of these have their upside and downside so there is no "best dmg champ".
