After the defender has tried light heavy medium sp1 and sp2...thats 5 unique attacks and the taskmaster should have 50% perfect block chance.
The problem is that his parry stun doesnt extend by the same amount as parry mastery says

His photographic reflexes ability is known to not work at all.

Since the increase in Perfect Block chance is tied to his Photographic Reflexes ability, it's entirely possible that he's not actually getting an increase to his perfect block chance in his current state. The line item is on the Bugs and Known issues list as of May, but it's still listed as "Under Investigation".
