Cap Infinity War not Triggering Weakness on Parry

Playing Map 7 on the weakness path, I have a science champ on my team (Quake) and every parry I'm not triggering a weakness debuff.

My Cap is also Sig 200 so it should be 100%. Is anyone else having this issue?
