It’s a bug. But you just gotta do the quests in the wrong order, not much to complain about. 😐

You didn't use any, for some reason uc difficulty is starting by default on chapter 2.

Don’t think you “needed” to do them out of order (2/3/1), just that both Chap 1 and 2 were both initially unlocked and available.
Might have defaulted to the Chap-2 panel when you first went into there, but that’s just because it defaults to the highest Chapter that you have available when you go into them.
But you probably could have actually started with Chap-1 quest if you want to.
