War Tier Off Season Question

Hey guys trying to confirm if war rating or tier changes in the off season?
I don't think it does but wanted to confirm.

Tiers 1-5 are frozen. Everything else has a 50% reduction. To be honest, it should all be frozen.

why should it all be frozen ? Let teams climb up a tier in offseason for a better multiplier to start. The highest they can go is tier 5.

Holding people back further than that is demoralizing. It’s getting old taking away things from honest players because a minority exploit things.

We’ve already lost the ability to gift due to frauds. Removing the chance for alliances to move up in the offseason makes wars senseless, why play during off season if you can’t increase your multiplier, and why tank when your target bracket brcomes out of reach when you start with a low multiplier, especially. when we had 3 wars cancelled.

How much can they climb with a 50% reduction? That reasoning allows further manipulation which led to Prestige being used to begin with. Only protecting Tiers 1-5 is a half-measure that leaves Tiers 6-20 open to be affected negatively.

Freeze 1-5 and let them jump down and take out whoever they want in the off-time, not really a fair situation.
