The evade in lol and nick fury

Hi! I was just now playing around in lol with my nick fury. I was at 18 tactical charges but still red hulk evaded my attack is this intended?

Yes apparently. The only thing that stops LOL evade is true strike and true accuracy

which is dumb but oh well. for all we know, they forgot to code it and made an excuse

Okey thanks for the answers. It’s a shame that they don’t but that only true strike and accuracy is the only counter in the global buff description then
