Can Void reverse healing without the despair mastery?

I got Void recently but he's unawakened. If I were to awaken him, would he be able to reverse healing and power gain effects without the despair mastery? Thanks.

Yes. FOTV and 1 petrify.

Normally yes, once he's duped. However there's currently a bug with either despair or petrify which is messing with heal reversal.
