    It's a mystery. It started as something, eventually did other thing, and it was kept that way for years, without any mention to it.
    Looks like they made an unintended bug in to a feature, and kept it that way. Now they just reworded it for it's sake

    This took over 3 years to have something done about it. After Gambit’s 100% chance to stun on special 1 is likely corrected in his upcoming update Kabam will have bugs from 12.0 resolved.
