Air walker's special 3

If air walker isn't ramped up, which means he can't use his special three. What happens when you gain power? Do you just never reach a special 3? Or you do reach a special three but can't use it, which means you can't use any specials for the rest of the game.

So does that mean when air walker reaches a special three and then you press the special three button, he will release a special 2 and then have one bar of power left over?

Would assume it’d be like against AI which doesn’t have special 3 activated, they get to the sp3, launch an sp2 and have 1 bar of power left.
