Tier 4 is the hardest difficulty with the best rewards, tier 1 is the easiest difficulty with smaller rewards.

Tier 1 is for heroic difficulty, tier 2 is for master, tier 3 is for epic, and tier 4 is for legendary.

I'm not 100% certain but I'm pretty sure that tier 1 is 8k. 2 12k. 3 18k, 4 22k

To answer your question,
Tier 1 key is for Heroic difficulty.
Tier 2 key is for Master difficulty.
Tier 3 key is for Epic difficulty.
Tier 4 key is for Legendary difficulty.
