Why do the incursions crystals have different pools?

I don’t know if there’s already a discussion about this but I didn’t see any in search so here we go. Why do the 3* and 4* incursions crystals have different pools? Correct me if I’m wrong but I don’t remember it being like this in the past. I got excited when I saw cap iw in the pool as I’ve been hunting him for ages, but then found he’s not in the 5* one. Why is this?
