Act 6.3 buff not working on Doc Oc

Hello there,
I was exploring act 6.3.6 and used the short circuit buff so i can apply shocks whenever the opponent is heal blocked. However this buff doesn't work for doc oc even though he is a tech champion. My day is now ruined, my units are wasted, and the "nerf" coming to this quest will make cap iw even harder because i cant use the ronan cheese.
