I think Elsa bloodstone have bug (not sure)

Hi kebam, I used Elsa bloodstone before and her cruelty buff is fine and it long for 22 seconds but now it duration is like 5 seconds. I also brought different class champs but same thing happened. Correct me if I am wrong.
