Red Skull / Punisher 2099 synergy - bug?

I’ve been seeing a lot of videos displaying the upgraded P2099 showing off the longest debuff times thanks to the Red Skull Synergy.
Decided to have a go myself but when I was pulling the team together I’ve noticed that Red’s kit now has 2 synergies with P2099. The old and the new one.
The dev team should clarify this. Which one is working? Both?
That might explain some of the other bugs reported on P2099.
